PM tec is unique in our years of experience and diverse backgrounds of our staff, many of whom are active and certified emergency managers, and maintain certification and membership in emergency management associations statewide.
Having observed many failed emergency exercises and drills, PM tec utilizes its hands-on experience and planning expertise when writing and presenting exercises.
As a result, we consistently provide multi-level, practical and realistic scenarios and exercises for our customers.
Additionally our staff has worked closely with local governments to write emergency plans tailored to the needs of each community.We will provide a staff of experienced facilitators, evaluators and instructors, including active and certified emergency managers.

Exercise Planning and Evaluation
PM tec staff became the first private company in New Mexico to conduct an independent Army Training And Evaluation Program (ARTEP)based exercise with a Civil Support Team. PM tec developed materials that simplified the ARTEP evaluation and facilitated a timely After Action Report to the CST.
 Three separate exercises were designed, conducted and evaluated under the ARTEP from October through December 2008.
PM tec coordinated with the local emergency managers to provide a qualified Incident Commander and a water supply for decontamination procedures. PM tec also developed three separate scenarios for the training.
The first was an anthrax incident with an air dispersal device in a crowded airport. The scene PM tec provided was a realistic simulation of an airport. Local responders participated in an initial entry of the airport scene.
The local fire chief acted as the Incident Commander for the exercise. The CST survey team was called and completed their sampling task and the samples were given to the CST laboratory for testing. PM tec coordinated with the state laboratory who provided live culture samples for testing.
 The second scenario was a simulated dirty bomb scenario. PM tec created an exploded bomb and placed radioactive rocks around the perimeter of the bomb site. The CST survey team was able to delineate the area of potential contamination and provide a mitigation plan for the exercise.
The third exercise was located in sparsely populated county and involved an emergency Manager in his first exercise as an Incident Commander. PM tec staff provided training to the Emergency Manager throughout the exercise. The scenario for this exercise was a homemade chemical lab involving a simulated biological agent in an abandoned rail car.
The ARTEP is normally completed by higher command and the CST teams must be rated satisfactorily to maintain the certification of the Civil Support Team. The Commanding Officer for the CST indicated that all three exercises and evaluations were properly conducted and indicated all the areas needed to be worked on in order to accomplish their certification. The CST recently evaluated and re-certified.
PM tec recently completed a three-day exercise for two Civil Support Teams (CST) in a neighboring state. We were challenged with creating an on-going scenario that would keep the action going and the players engaged for three days. We created an agra-terrorism scenario that involved biological contamination of livestock feed.The scenario included several production labs located in different buildings throughout a large facility.
 Each day’s exercise included evidence to lead to another scene for investigation. We worked with the state health department laboratory to provide realistic and challenging props and biological agents for the CSTs to sample and investigate.
The agents included, anthrax, brucella, ricin and tularemia. The CST survey teams were required to respond in Level A equipment several times each day, testing the capabilities of the teams. Because of the number of scenes created by PM tec, the CSTs were able vary their survey responses and decontamination procedures.
The CST used the opportunity to practice with Sandia foam and a graduated staging method for decontamination. In order to facilitate coordination and interplay between the two CST teams we created a man-down situation for both teams to respond.
One team completed the scene survey and the other rescued, deconned and provided medical response to the injured man. This coordination was reinforced each day with a joint daily briefing.
We also included local responders in the exercises and the local tactical team was able to conduct an approach and arrest scenario along with a sniper shooting of the local Incident Commander. PM tec staff has extensive experience with local governments. We have completed dozens of EOPs, Disaster Mitigation Plans and Pandemic Flu Plans for counties, cities, and tribes. One of the challenges of creating a successful emergency plan is getting the buy-in from the responsible entities, often they are not sure of the bigger picture.
We make the extra effort to get to know both the client and the community. Our strength has been an in our knowledge and experience with state, county and tribal governments.
At the close of each planning project PM tec staff provides a presentation to the planning committees and government officials that focuses on their roles and responsibilities during an emergency or disaster.
