Project Description:
PM tec, Inc. provides continuing project management and project controls support to the Joint Actinide Shock Physics Experimental Research (JASPER) facility Return to Program project for National Security Technologies, Inc at the Nevada National Security Site (formerly known as the Nevada Test Site). The Return to Program project converts the JASPER facility, previously authorized for Radiological Operations, to a Hazard Category 3 Nuclear Facility requiring increased formality and rigor in operations and maintenance. The authorization to perform Hazard Category 3 nuclear operations impacts design engineering, procurement, construction and maintenance, as well as facility operations.

The project also includes facility modifications to improve facility safety and increase operational efficiency, a start-up testing phase, and operational readiness reviews. The JASPER facility is an essential part of the National Nuclear Security Administration’s Stockpile Stewardship Program for the country’s Nuclear Weapons Program, and the Return to Program project is considered the top priority for the NNSA’s Nevada Site Office.
PM tec was requested by the program manager to assist in a 2010 re-plan of the JASPER project, required due to significant schedule delays and cost overruns. PM tec personnel worked directly with the Project Manager, Facility Manager, and Readiness Manager to conduct project startup workshops, develop a new Project Execution Plan, define and document project management and project controls processes, and establish a new resource-loaded baseline schedule.
In support of the new project plan and processes, PM tec conducted customized training for the project’s Control Account Managers and Work Package Managers to ensure a common understanding of project management and earned value management processes as they apply to the project. In January 2011, the project received very positive comments after an Independent Project Review by the US Department of Energy’s Albuquerque Service Center.
PM tec continues to support risk analysis and management, project performance analysis, baseline change control and trend analysis, and project performance reporting. The JASPER Return to Program project is currently projected to finish four months ahead of its baseline schedule in support of federal stretch goal targets, and within budget.
