Project Description:
PM tec provides project management and project controls services for the Universities Space Research Association (USRA), a NASA contractor, which manages Science Mission Operations and Planning for the Stratospheric Observatory For Infrared Astronomy (SOFIA), a highly modified Boeing 747 used as an airborne observatory. PM tec began its relationship with USRA while conducting a Fast Start for Projects ™ workshop to assist USRA and NASA personnel in developing a new integrated (to include the other two prime SOFIA contractors) project management baseline after a temporary shutdown and restructuring of the project.
At the completion of the workshop, USRA requested additional support from PM tec to rapidly develop a detailed resource-loaded baseline schedule and cost estimate in order to meet a critical NASA deadline. PM tec generated and documented project management and project controls procedures and instructions in support of a newly established USRA Project Management Office. PM tec personnel worked in conjunction with technical staff to identify USRA and NASA earned value management requirements in order to develop NASA-compliant EVM processes and reports. PM tec personnel continue to work with USRA and NASA functional managers in developing and managing a cost and resource loaded schedule for a 5 year, $180M project.
Performance Requirements and Results
Using the PM tec proprietary Fast Start process, PM tec created a revised integrated performance measurement baseline. With that baseline in place, PM tec has led EVMS process and procedure development and remains responsible for control of the current baseline.
Benefit Resulting from Offeror’s Relevant Experience:
- Development of the performance baseline provided NASA with the confidence necessary to continue their funding of USRA’s role in SOFIA
- The current performance baseline is now subject to formal earned value measurement
