Project Description:
PM tec provides continuing program management, project management and project controls support to Los Alamos National Laboratory (LANL). Historically, our support entails providing fifteen to twenty-five project management professionals for Program and Project related efforts throughout the Laboratory. Our experienced professionals support LANL organizations, projects and programs within Environmental Programs, Safety and Security Programs, Nuclear Programs, Infrastructure Programs, Threat Reduction Program, Construction Projects, Science Programs, Formality of Operations, and Business and Operations Improvement Projects.
PM tec’s support includes all facets of project and program management from strategic planning and decision making to project controls and project execution. Our professional services to LANL include:
- Work Breakdown Structure (WBS) Development
- Resource loaded CPM scheduling
- Project reporting
- Earned Value Management (EVM)
- Project Risk Management
- Projects governed by DOE Order 413
- Project lead for site specific EVMS certification
- Process and procedure development
- LANL-wide program/project management software and hardware development and deployment
- Desktop instruction development
PM tec also provides strategic support to senior management. Some examples include providing a strategic and accelerated approach to program planning through our Fast Start process. This process has benefited LANL by reducing the project planning time by 75%. Our senior staff is also positioned in leadership roles across the Laboratory where we provide strategic support and direction in the areas of program management and project controls efforts.
A PM tec senior staff member served as the Project Leader for LANL’s successful implementation/certification of their earned value management system. Project success was formally recognized by both the University of California and DOE’s Director of the Office of Management.
PM tec implemented Primavera Project Management for the Nuclear Weapons Program at the Laboratory, for the current year of execution plus five “out” years (into the future). The effort required intensive data structure design, especially for the institutional Enterprise Structure and Resource Dictionary. Since the Resource Dictionary requires updates several times annually, PM tec designed an automated process to support the updates, which involves the use of four data stores in MS Sequel and MS Access, resulting in a Resource.xer ready for upload into production P3e databases. PM tec worked closely with CFO to maintain rate and escalation structures in the EVMS, including the handling of complex indirect rates and outsourced work. As part of the effort, PM tec conducted formal Primavera Project Management Training and mentoring.
PM tec employs a number of professional staff to support the classified and unclassified IT environments for LANL’s Institutional Project Management Tools. Our staff has provided custom interfaces to accounting (Oracle), tool development (Work Packaged Generator for developing work packages for planning work), network administration, server configuration, and other hardware related IT support efforts. Other efforts have included a site-wide implementation of Primavera Enterprise (P5/P6). PM tec personnel provide daily administration support to LANL’s site-wide implementation of P5/P6 including the administering of user accounts, security privileges, trouble shooting issues (help desk), and coaching/mentoring users for improved efficiencies. Desktop instructions and various process/procedures are written to support the effective use of LANL’s earned value management system including interfaces between P5/P6 and PRISM (EV tool). PM tec personnel provide integration expertise with SharePoint reporting/dashboards and other tool integration through the use of Primavera’s APIs. PM tec provides certified Primavera trainers to LANL for customized or standard training curriculums.
Performance Requirements and Results
PM tec led the site-wide development and deployment of the automated Earned Value Management System (i.e., Primavera implementation, Work Package Generator development, and institutional resource dictionary development) and continues to provide project management and control support over fifty active programs and projects. PM tec led the EVMS certification effort through the development and facilitation of EVMS-specific training for LANL staff, conducted baseline reviews and pre-assessments, developed the EVMS system description, prepared for and managed the on-site certification review by OECM and DCMA, and managed the corrective action plan through completion and system certification. PM tec continues to provide senior-level support to LANL Program Managers as they plan and execute work. PM tec has received exceptional customer feedback, with all work being completed within scope, schedule, and budget requirements.
